Windows and doors or windows and ac


Hello everyone

Which way do I go?

I bought this home on 1/1/12 and its near midway airport
I am entitled to get free options
1. acoustical windows and doors and storms doors
2. Acoustical windows and ac and weather stripping of exterior doors.

My concern is I bought this house with a gutted basement. I have been framing and running electric without a permit
I would like all three windows, replace doors ( mine are shot to hell) and ac unit ( don't have one now)

Would I get in trouble for this see pic. All electric is in conduit. Framing is 16 oc and treated wood on bottom
My fear is I take windows and ac inspector would have to enter my basement
If I take doors and windows inspector does not need to enter basement due to I had glass block installed on basement level and they will not be changing them.

If the work is to code, go open a permit so the work is passed.

I am going to befor anything happens thanks

Question I don't know when I will be able to finish this....I never had a permit is there a time line to get this done by.....due to I had to use the funds on a new roof. And now I need to install a flood control system and yes these I do have permits for
