Is it a requirement to use tempered glass for windows in high fire risk areas when retrofitting in CA

Why would you not be asking your local building dept. this question?
There the ones that are going to pass or fail an inspection not anyone here.

Can't say that I've come across that in my time in the industry, but that does not mean that it isn't out there. As Joe suggested, contact your local AHJ as there are often different requirements in different places.
