window tinting or solar screens

My new HOA will not allow solar screens. Is window tinting as effective or even more effective than solar screens?

I'm looking to cut down the glare in the living room as well as energy saving during the Texas summers.

Thanks for all help in advance.

What type of windows do you have?

If you have double pane currently, you will need to see of the window tinting films will invalidate any warranty you might have.
