Window cladding leak.

I have a window that, when is hit with driven-rain, 'wicks' water down under the bottom of vinyl. It then is pushed back up on the inside and manifests itself just above the formed window pull.

BTW, this is on the bottom sash. Is this possibly just seeking a pressure differential?

Basically, the bottom is U-shaped. Comes in at the top of "U" outside, rolls under the glass, and comes back up and out on top of "U" inside.
