Water leaking into basment through window. please help

We are getting lots of rain currently and i have lots of water coming in from around the bottom trim/frame of my basement window. It is a small window near the top of the wall (typical basement window). There is a deck over the window so there is no access to the well from above. It is in the utility (unfinished) side of the basement and the water is already migrating into the carpeted area.

My question is, how do I go about fixing this problem? Can I simply caulk it once the rain stops and it dries up, or is there an underlying problem thats the issue that caulking simply won't fix?

Thanks

Problum needs to be addressed outside not inside.
May have to just remove some deck boards to get to it.

Could you please specify what exactly needs addressed outside please? What kinds of things should I be looking for. One thing I do know is that the window well is not flooding...

Without at least a picture of the outside it's hard to say how to fix it.
Rotten wood, needs to be caulked, drain holes caulked over, sill below grade ECT.

Is the land graded toward the house in that area? Is there a downspout close by?
