Testing for leaks

Our community is currently being repaired (all 51 buildings and 271 units) and they decided to use some of the old windows. I hear that its bad news, is there a good way to test the window installation in the units to see if they are leaking or we will have water intrusion issues again?

Check out what the water intrusion has done to our homes XXXXXXXX its an absolute nightmare. I am friends with some of the board members and might be able to suggest a few tests to make sure my community is safe.

Thanks in advance for any suggestions you can provide.
