tempered glass requirement


in a multi-storied bldg at the floor lines is it ok to just temper the inboard lite of an insulated glass unit?

Where i'm at anything below 18" must be tempered.

18" from the walking surface is just part of the code.

It also needs to be larger than 9 sq/ft, top edge is higher than 36" from the walking surface, and withing 36" of a walking surface.
