My aunt just bought a 1989 mobile home that is in great condition, but her single hung up/down windows are soooooo hard to open, and closing is hard as well, after it's open, some windows we can't lock again :-( Any advice would be great!

Although now that I'm thinking, she used to have crappy Aluminum windows and now she has what I think is a combination of Wood and Vinyl. This may be normal. We live in Michigan, could this just be them being shut over the winter? Will they loosen if this is the case? lol Sorry for the confusion!
Mobile homes tend to move a lot with the changing seasons.
I first would be checking for plumb and square.
Use as long a level as you can to see if the side jambs are flat. (not bowed out in the middle)
May be as simple as removing the casing and resetting the jambs by removing and adjusting the shims if there are any.
No shims and it's still to tight, you can drill a countersink clearance hole in the jamb in the middle and use a 3" screw to pull the jamb back. Only going to take a tiny adjustment.
A shot of silicone spray in those tracks will also help to keep them slippery.
Spray some furniture polish on the jamb liner.
