i have single pane windows and want to reduce heat loss in the winter. does the heat shrink window treatments effective and i have also heard that bubble wrap can be helpful. any feedback appreciated

Heat shrink plastic can be effective if installed properly. Not sure that I like the idea of highly flammable plastic on the inside surface of home though.

Have you considered storm windows? It is a bit more permanent solution the heat loss issue and you can get them with Low-e so that it works in the cooling months as well.
