How do I install these, the frames I putting these in have never had windows in them, just storm windows

If you are installing these in an existing window frame, that will not work. The nailing fin is for installing against house framing. For installation in an existing window frame, you need replacement windows.

You can cut off the nail flange. The more important issue is were the windows sized to fit within your existing frames of not.

If I remember correctly the nailing fin is rolled back for shipping and the window can either be installed with the fin remaining in the rolled back position or pulled out to be perpendicular to the frame.

In your case leave the nailing fin in it shipping position and install that way. Ensure you follow the installation instruction to a "T" as far as openning preparation and not setting the bottom of the window directly on the opening ledge.

The storms are attached on the outside and look normal, the opening is 29.5 x. 48, my windows are 28x 54 single hung Pella new construction ,how do i make these wrk
