Stud to stud with 1/4" - 1/2" cut back on the width and height if the opening is square.

Hello Bill and welcome to the best darn DIY'r site on the web.

I usually use a tape measure, but string works to......

Measure rough opening and give that to your window manufacturer of choice, make sure they know its the rough opening dimension you are giving them. Measure in a few locations in both directions to ensure you have noted the narrowest width and height.

Edit,,,,,,Make sure you also measure to ensure the opening is square (corner to corner)!

for a new construction window measure the roiugh opening.. the manufacturere should make the frame 1" less both in width and height so to allow for shimming and space for spray foam insulation.

if going retrofit you'd need a brick to brick measurement for the exterior trim.
