Low-E vrs IG?????
1 Story 1600 SQ L Shaped house decent shade execpt for the back side of the house. Im going with 30"x54" Single Hung New Construction Jeld-wen windows. Menards sells a 2 different types of vinyl ones that size.

Single Hung New Construction vinyl jeld-wen
129$ for a Low-E 30" x 54"
109$ for a IG 30" x 54"

Whats the difference. Im not seeing anything different.

Only thing I can see different is Low-e radiates heat away and keeps your house cool in summer and warm in winter. Is it worth it residental shady use?

But then the Clear IG says the glass is same thickness + insulated glass.... Sounds like weird

One has clear glass, the other has low-e which improves the energy efficiency in most cases... It sounds like you are in the very beginning stages of looking at windows, so if I may make a suggestion, start doing some research on your options. Buying the absolute cheapest thing that you can find usually will not look like such a great decision a few years from now. You can find decent products on a budget, but there is definitely a minimum threshold for quality that you do not want to go under unless you are building a shed or doghouse.

Why new construction? New build, replacing the siding, rotten sills?
Are you buying these off the shelve sizes then having to make them fit your openings?
What's the siding going to be?
