Looking for advice on Sealing Drafty Windows

My home is about 20 years old. The windows are original Wood Double hung in an Aluminum frame with Vinyl Jamb Liners. These windows are horribly drafty and I want to correct this as I head into another winter. My first steps are to remove the Case Molding and insulate between the window and rough opening. Then I will caulk the outside between the J Channel and the Window. Currently it is only caulked on the bottom I assume for water but I will caulk the whole thing. My next propblem is the Jamb liner. In a few spots it has pulled away from the window causing an opening to outside air. Is there a way to replace or repair these? How about insulating them? The windows are in decent shape other than the information mentioned here.

Caulking J-channel will do nothing once the foaming that you mention between the RO and the window is done.

If they taped the flanges when they were installed, the connection between the window and the home might be air tight there.

No harm in caulking the J-channel, just no benefit either.

Check the bulb gasket on the bottom of the window first as well as the interlock rail and the weatherstripping at the point where the lower rail of the sash meets the jamb liner.

Can I do anything to repair or insualte the Jamb Liner?
