So I bought my storm door. Now we're not getting storms to test it.

Ha ha. Actually, the contractor who put the door in originally put it in for me, no charge. Stand up guy who stands behind his work. I'm sure if it were sitting in my garage, we'd be getting storms like crazy.

The best way to figure out what's going on is a water test with a hose. You can usually find the trouble spots quickly, however occasionally they can be sneaky. For instance if it's only during a wind driven rain it could actually be happening from the pumping of the door in and out which can suck water up behind the weatherstripping like a straw. Situations like that are harder to diagnose and it would be a good idea to hire a reputable door installer at that point.

I would bet that there was no/improper sealant put underneath the threshold of the door

Again, easy enough to rule that out with a water test.
