Holes drilled in windows???

2 Attachment(s)
I just bought a house, and the previous owner had drilled 2 or 3 holes at the bottom of each window.

1) why did she do this? what purpose does it serve?

2) should I get them fixed? if so, how?

That looks like a storm window. When the screens are up and it rains it allows rain water to drain off the sill. Did they add a newer window on the outside and remove the original window? I see the window tracks but no window.

:laughing::laughing: .......... he is right though, those are essentially "weep holes" to remove moisture.

and allow bugs to come in. Look just about the right size to let wasps in.

I don't know what exactly I would use but I would likely screen off the holes so bugs don't come in them but still allow for drainage.
