Drilling additional holes on the frame of a window


There are some predrilled holes on the inside edge of the aluminum window I am installing.

According to instructions, I am using long 3/16" Tapcon screws to go through the 1x buck into the concrete block.

On two of the holes, must be my luck, the drill bit wouldn't advance far into the block. In fact my Tapcon bit broke off. I am thinking I am hitting rebars inside the block, which is common on blocks on edges of windows and doors.

Is it OK for me to drill a new hole through the metal frame, to have a new spot for the Tapcon?
