Double-Hung Window Slides Down

how do you prevent the top window of a double-hung window from sliding down? i have blinds that make access to the top window difficult, so i would like it to stay up permanently.

could i move this white piece up (circled in red) to hold it in place?

Look inside the tracks on the sides, there's screws in the tracks that hold the windows in place in some cases. Better ones will even have jacking screws to adjust the sides. Backing the screws out may be enough to tighten it up.
You have to lower the top sash and snap it out of the track to see the top ones.
Short of that you'll have to remove the casing on the sides of the window to reshim the sides of the window frame.

Yes, you can.
Slide the vinyl piece that your red arrow points to all the way up to the bottom of the upper sash -
Pre-drill through it and the sides of the vinyl window -
(Slightly bigger than the screw/shank you will use)
Use a galv/alum/stainless screw to secure it in place.
That way you can remove the screws and lower the sash if you want to.
Don't over-drive the screws - just snug!

Can you tilt it in and show what type of balance system that it is?

You can also use that limit stop that is circle in red.
