door specs/code

Hi, I'm new here an apologize for making my first contribution a question.

We have a basement door that keeps generating small floods, and we'd like to correct it. Part of it is the well down to the door, and part we suspect is that the door, the stairwell and the drain may not have been done to code by the previous owner of the house (height of steps etc). We've been thinking of rearranging the stairwell in a different direction. I'm pretty handy around the house and my father in-law is coming over for fall break and he likes doing this sort of stuff. Is there anywhere we can go and find the appproriate construction code and regs so we don't accidentally make the situation worse?

Contact the local building dept and ask them about it. Taking pictures down to them might make it easier.
I don't know how rearranging the stairwell accomplishs anything, though. The issue is the drain. If you don't control the water, nothing will stop the water getting in through the door, no matter the staircases orientation.

Thanks Ron. good call on the pictures. Reorienting is partially driven by a desire not to have such a long well.

Post some photos here so we can see the issue.
