You need to get the panel replaced---any glass company should be able to provide that service.

Someone may suggest some magic quick fix, drilling a hole in the sash, using silicone ECT. none of which will work.
The seal is broken and there's no way to get the stains on the glass off.
Replace the whole thing and be done with it.

Replace the IGU or drill some holes in it.

There are some "de-fogging" options out there as well but IGU replacement is the only real guarantee that the problem will be fixed and instantaneously.

Joe,

If the homeowner catches the seal failure early and the glass does not stain, some of the de-fogging options (if done properly) do work. We don't do it, however, I have seen 5 year old de-fogged fixes done that still look clear.
