I'm thinking of buying a house and converting the basement to a legal apartment, however the windows are too small. I'm wondering a few things:
a) approximately how much would it cost to increase the size of the windows (block or concrete foundation), let's say there are 5 windows
b) what's the extent of the work (how long, how invasive)
c) who would I hire to do this (structural contractor, engineer..etc)
d) do I have to submit drawings?
I see no way anyone here is going to be of much help on this one.
Going to need to start calling some local contractors or masons.
A "ball park" cost will do you 0 good from people that have never seen your home, do not know local labor cost, local codes, ect.

I'm happy that you would be interested in making it a legal apartment, there is a lot of liability doing it any other way.
