Basement Window / Buck Gaps and Leaks ?

Appreciate any suggestions here...

Issue is water / ants coming in around bottom of basement window.

Window is installed in a window buck attached to poured concrete wall opening.
The cut in the concrete is very rough, gaps, holes exist between it and the buck.

Outside the opening / buck is covered by parging that is breaking away, exposing holes / gaps between the buck and concrete.

The parging around the window has wire mesh under it and some black paper.

Inside a 1" space between window and buck has only shims in it, no filler.
Below and beside the buck gaps and holes can be seen between the concrete opening.

I had suggestions to:
1) Remove parging and fill gaps with concrete
2) Remove parging and fill gaps with expanding foam then cover with parging or paint and metal trim

Fill the gap with LOW expanding foam. DO NOT OVER FILL IT.
Spry the foam and fill a little over 1/2 way and wait a day, Go back and fill any gap left.
Finish out the trim on the inside that's missing.
May want to get that parging redone.
