aluminum non tilting windows with spiral balances


I have a 1970 home with aluminum non tilting windows that have the spiral balances. The windows won't stay up. I bought the clips that rivit to the bottom of the balance. I thought that was the problem but the windows still won't stay up and the spiral part still drops down when we raise the window. Is it because the spiral balances need to be wound up? (I also replaced 2 Balances and they will not stay in place either).

I'm sure some will come on and suggest a fix.
Those windows were junk when they were made in the first place in my opion.
Almost every time I find them there leaking air and will not stay in postion.
