Water between Roxul and tar paper
 
I'm currently in the process of renovating my basement. Code here states that a moisture barrier is required between the insulation and the foundation wall. I installed tar paper, then Roxul insulation. I did this about a month ago.

Today I was ready to put up my vapour barrier. I noticed a large quantity of moisture that has built up between the Roxul and the tar paper. It's not coming from the foundation wall but is strictly between the tar paper and the insulation. Might this be because I didn't put vapour barrier up right away?

What should I do at this point? If I put the vapour barrier up will the moisture that's already there dry on it's own?

Also, if it helps. Code here has insulation only going down to 15 inches above the floor. There is no moisture build up where there isn't any insulation. Only behind the batts...

Where is the home located?

Very likely that this is condensation from interior relative humidity. This is why foam board is so nice in these applications.

The home is in Ontario. I did some reading and it also suggests condensation. I put the vapour barrier up anyway. I'm hoping the condensation will dry out...
