Thick pipe insulation worth it?

I see that Armacell makes a 2" thick Armaflex pipe insulation with an R-value of 16. But I've also heard that the higher the R value, the less return on investment you're going to get.

If I already have an R-3 foam insulation on my water heater's hot water pipe, would it be worth it to upgrade to R-10 or even R-16, at least in the first 6 feet of pipe?

Inside a conditioned space, its mostly a waste of money once it is even slightly insulated.

Insulating an interior water pipe will reduce the noise of water movement. Won't do much of any thing for energy savings.
