taking out existing insulation, concrete bolt question


so i'm going to get rid off the existing fiberglass insulation attach to foundation via concrete bolt and then install rigid foam. there are about 1/4" bolt head sticking out of concrete. do i need to cut these flush to the foundation before install 1" rigid foam or don't worry about it?

I wouldn't worry about it.

Use them as locating spikes to push the foam on to.
