is the builder of my house required by code to insulate my rim joists

It's always best to give your local code office a call with a question like this.
It's not required in my area.

If in the U.S. you probably are required to air seal AND insulate the rims. The "I" Codes require it; eg. #11; http://publicecodes.cyberregs.com/ic...002_par021.htm

Either caulking or canned foam to air seal, wall (usually) thickness insulation on rim. Always check with local AHJ.
