removing PL premium on block foundation

Hi i would to know how i could remove the PL adhesive that i have on the concrete block foundation. I removed som old foam that was on the bsement walls when we moved into our home to look for possible leaks when we moved into our home.
There is still small pieces of foam stuck to the PL where it it was used, i can remove the foam but the PL is still stuck to the walls. I would like to put new rigid foam board on the walls, and would like to put it on an even surface.

any suggestions, my only idea is using a grinder to remove it from the blocks.

Not going to be easy. I would not use a grinder, I believe it will just gum up.
A chisle or my ossilating saw with the blade with no teeth has worked for me.

Maybe you could soften the stuff w/ xylene, toluene, or acetone. Wear gloves, as they will diffuse into your skin in a heartbeat. (Hey; get the PL good and saturated w/ one of those, then light it! )

Chisel if it is brittle enough.
