proper insullating attic rafters


well i am in 2 story house built in the 1920s.At the end of roof rafters there is a board between rafter i want drll a hole which leads out to sofets allowing air flow in attic.After that has been done i will nstall stro baffles all the way lack 2 feet from top of rafter, then insulate am i going about this project the correct way
