Low crawl space Insulation


I have a room addition that is on a block foundation only two high. This was a paint studio and now wanting to convert into a bedroom. It is vented and there is no access under it. I remover the entire floor to insulate. Just wondering the best way. I will lay a moisture barrier for sure, however it appears very dry. There are heat ducts but no pluming. I was thinking about eliminating the vents and only insulating the exterior walls. Is this ok to do? I live in Ohio.

They made a crawl space and gave no access to it?
