At Grade Foundation Wall - How To Insulate?


I'm working with 3ft concrete foundation and ~6ft wood sheathing. This wall is at grade.

There's a 2" gap between the 2x4 studs and the foundation.

I'm thinking 1.5" rigid board and R20 bats for the foundation and just R20 bats for the sheathing with a VB.

Thoughts?
