framing and insulation

will framing my basement with 2x3 giving a space 11/2" off the wall to make up for a 2x4 with 1/2" off the wall. whould the ecoENERGY or a building inspector approve this?

Could you restate the question, please, notice your measurements? eg- (1-1/2")
