Foundation lip below rim joist

I have a 4 1/2" lip foundation below the rim joist. I plan to place a strip of xps along that lip, my questions is, when I place xps against the wall, can I go directly up to the joists and put roxul in the cavity or should I stop the xps at the lip.

I would run the XPS to the top of the poured wall and fill the cavity as long as you are assured the the rim is sealed and insulated with the proper perm rated insulation.
