If I am using wood against basement walls or floor ,does the wood have to be pressure treated?

Anywhere wood meets concrete, it should have a capillary break or be PT lumber.

That rule applies to concrete that is in contact with the soil.

If there are breaks or joints to interrupt any transfer of moisture from the soil. Wood is often used in contact with concrete in above grade uses and often it is beneficial in drawing moisture out of the adjoining materials to stabilize the moisture content, such as a wall in a shool filled with hot, steamy kids for 8 hours per day. It can be a stabilizer just as it does to be thermal "heat sink" on a long term basis for minimizing mechanical equipment sizing (like a solar home).

You 100% correct. I was assuming (we know what that means) earth to concrete contact given the basement designation.
