Dark spots on insulation following electrical wire


Hello,
While inspecting my house for carpenter ants, I found some dark spots on the paper side of the insulation where a wire touches it. It's not burn marks, but looks like the tar they use to hold the insulation to the backing. There is a cut in the wire sheathing where it looks like someone started to cut and changed their mind, but it does not seem to be a problem. I have since wrapped it with electrical tape. Is it possible the wire is getting hot enough to draw the tar through the paper. Stains are on both the wire and the paper. This photo is in the ceiling cavity of a half finished basement. Any thoughts?

Condensation--collecting at the point where the wire touched the paper--that's my guess (and I'm sticking to it)

The pictures not all that clear, is the paper on the bottom side facing the crawl space?
If so it's upside down. The paper needed to go toward the subfloor.

yes, it's upside down. the previous owners have allowed me to keep myself busy fixing their mistakes. the guy was a great drywaller, but anything beyond that is a terrible nightmare. this picture is taken about 2' from the foundation wall and under our bedroom. i felt around and examined the insulation, but do not see any sign of condensation or source of moisture. if you need more precise pics, i'll provide them. thanks!
