Crawlspace insulation

Hi. Just have a general question. I have a vented crawlspace, live in San Diego and I want to insulated my floor from below. I can install roxul or fiberglass batts. Currently there is nothing there. Do I need a vapor barrier? If so, should I use kraft faced insulation? Vapor barrier on the ground? Any help is greatly appreciated. Thank you
