Basement interior block fireplace surround wall wall


Hello,

I have an interior block wall in the basement of a ranch + basement house. It is on one side of a fireplace brick stack, used as a support wall for the ceiling joists above. Insulation is in the 1/10 pitch, attic free ceiling a floor above. I had all the exterior walls spray foamed, but not this wall, and now am second guessing this decision. I have 2x3 framed the wall and have the drywall going up on Monday.

Is this a wall to insulate and vapor barrier? I'm in Ontario, barrier is required. I can't feel much difference wise in temperature from the center block support post, but who knows with just hand touches...
