Basement Insulation Zone 5

i'm just starting out after 30 yrs. in service i'm getting ready to take my electrical master test i did go 4 yrs p/t to school while in service. how ever i can frame an electrical i have very little knowledge of codes on basement insulation my township uses irc 2009 i'm in Pa. any help or tips would be great thank you
