Basement Insulation Without Sill Plate


I live in a single family house in Milwaukee, WI that was built in 1952. I'm looking in to insulating and finishing the basement over the next year. The basement does not have a sill plate unlike many of the guides I have found online. The floor joists simply sit on the foundation. The bricks are covered with concrete slabs on top of fabric that runs at a slight angle. Some of them have come lose or fallen off.

I haven't had any moisture issues and the floor joists are well above grade. You can see in the images below, the bottom of the window sits 4 inches above grade.

From reading around the internet and diychatroom.com, I found that I may want to leave or reapply the concrete to the top of the bricks. IF that were the case would I only add insulation above this concrete - between the floor joists?

What does this mean for a vapor barrier. Would I need to cover the concrete above the bricks as well?

Without completely finishing the basement and covering the entire wall with insulation, will I even see an improvement?
