Attic Insualtion

My attic space has the isnualtion installed incorrectly. Kraft paper up and it is dteroriated. I want to repalce it but, not sure if I need to put a vapor barrier down or just replace the isnualtion with new with the kraft paper and install it face down. Attic is not heated. Also how do you get around the metal strappings that are used for the joints?

Thanks

Where is the home located?

Your painted drywall ceiling is probably just as much of a vapor barrier than unsealed Kraft paper.

No vapor barrier is required.
