Attic batt R-value?


My building was built 50 years ago. There is paper faced batts (about 3.5" thick) in the 2X4 walls and the same in the attic. Is that the same R7 that the OP described? I always figured it was R11 or R13, but now I am questioning if that was even available in 1962?
