Adding insulation

I have a panelled basement, I want to add some more insulation to the walls without going as far as re studding and drywalling yet. I pulled the panelling off to find 3/4" white foam stuck to the block foundation and then a 2"x2" frame on top of the foam then panelling. I can fit 1 1/2" of rigid foam inbetween the studs. If i did all my outer walls in this way will I see much of a benefit?
