I bought a cheapo one to do something similar, but not as bad. I'll be cutting through some concrete "rat proofing" (ironically, when I was down in the crawlspace, there was a dead rat on the rat proofing!) And drilling holes for foundation anchors.
I bought a (yes, yes, I know) ... Harbour Freight SDS Rotary Hammer. It cost $60. That's about the cost of renting a Hilti for a day. Buying a Hilti would be a grand.
If I needed one for more heavy duty work, I'd look into a different brand, but the cheapest "good" SDS rotary hammer is still around $200. So ... $60. And yes, I did a bit of research and quite a few people thought that the HF SDS RH was NOT garbage...at least not garbage enough for a few projects!
