Good Question, but I have not a clue. I know on the commercial buildings we worked with it was always doubled up 5/8 drywall sealed around with fire caulking. Actually, I am going have to complete the ceiling this week because of a recent inspection stating the ceiling wasn't sealed properly.

As the saying goes, "I woke up this morning, what government department should I thank!"

Check with your local building/permit office to see when it was instituted in your area. The requirement varies by county code around here. Some don't require any. Some require ceiling and "common" wall with the residence in a "drive under" garage....

One of the homes (built in 1973) I had had 5/8" drywall sealed and caulked if that provides some information.

Much of the current requirements are based the model codes and on the modifications of the national codes (IBC, IRC) since the local areas can always imposed tighter requirements since the research and acceptance of new facts can outpace the upgrading of national model codes and also reflect local construction methods.
