On walls that are in an office building

when you wipe your hand on the wall it leaves a white streak it is on every wall and we cant figure out where it is coming from if it is the sheet rock, paint, light mold, or oil from hands, it is a water based gloss paint. it has 4 layers of paint on it with orange peel texture, help me please thanks.
