We actually have same prob with the house we just bought. There is some cheap paint on top of an already very old wallpaper. The paint is flaking off and looks really dirty, we want to tear the wallpaper down but it was painted... Not really sure how to tackle the problem. Perforate the paint+wallpaper and then use some wallpaper removal liquid to penetrate both paint and wallpaper before peeling maybe?
