Texturing walls
Proper procedure would be to lightly sand walls after removing paper. Prime with a primer/sealer. Lightly sand again. Glaze coat all walls, likely 2 - 3 coats, with joint compound (sanding between coats). Once walls are smooth, prime and paint. "Crow's foot" texture is intended for ceilings, not walls, and I wouldn't recommend using it on ceilings either unless it's to match what's already there....
