can i use the joint compound and do a final skim coat over the newly taped drywall to get it nice and even??

yes. A level 5 finish is when you use the compound for a final skim coat to float out an even smooth wall.

If you have a large area to do, thin the mud in a 5 gal. bucket, have one person roll it on and another wipe it back off with a broad knife. Lightly sand the entire surface, prime and paint....
