Repairing amateur wallpaper removal job


A few years ago a family member removed the wallpaper from a small bathroom and painted. Unfortunately, the removal took parts of the wall with it, but also some of the under layer of wallpaper was accidentally left on the wall and simply painted over. Aside from completely replacing the drywall, what are my options?

Skim it all out with JC, sand, clean, prime with Gardz, paint.
