Primer peeling off brand new plaster walls

I would liek to know what do I need to do to preapre a brand new plaster wall to prime it withoug fearing a possible pealing of the primer. I sanded the walls with a 150 grit sand paper and than with 120, I dusted the wall prior to priming and one or two days after I notices bubbles in certain areas I pulled on the bubble and the layer of primer came right off. I asked several frineds and they suggested I use oil primer. If put oil primers can I put a latex finish? or do you have a suggestion on how to prepare the wall so that the latex primer does not peal off?
