How long do i need to wait after the drywall putty is dry before I can prime/paint?

after sanding? and cleaning?

True, humidity can cause delayed drying. If you're in a "conditioned" area (heated or cooled), 12 hrs. is usually plenty of time unless an unusually heavy coat of mud was applied....
